PINCER is a prescribing-safety audit, not a CPCF service (no episode, no MYS claim). Indicators + cohort are owned by the CDS module. Fail-closed (PIN-5): an audit cannot open without an active ref_cds_pincer_indicators version — while the CDS indicator adapter is a stub, opening an audit returns 422. The triage / intervention / re-audit cycle below operates on seeded audits.
